LAWRENCE, MA (August 25, 2026) – The City of Lawrence categorically rejects recent statements and insinuations suggesting that Mayor Brian A. DePeña’s recent personal legal matter has placed the City’s finances at risk.

That assertion is false, misleading, and unsupported by the City’s financial record.

The City’s financial condition is determined by its revenues, expenditures, reserves, financial controls, audited financial statements, debt obligations and credit standing—not by political speculation or an individual’s personal legal circumstances.

FOUR YEARS OF INDEPENDENT AUDITS. ONE CLEAR RECORD.

Four consecutive years of independent audits tell a clear story: Lawrence has built a record of responsible financial management and fiscal stability.

From FY2022 through FY2025, independent auditors consistently found the City’s financial statements fairly presented its financial position. In FY2023 alone, governmental activities increased net position by approximately $54.9 million. In FY2024, the General Fund generated approximately $411.8 million in revenues against $406.5 million in expenditures, producing a positive balance of approximately $5.36 million before other financing. The FY2025 audit continued that record. Auditors reported no significant difficulties, no disagreements with management, and no significant unusual transactions. The City also reported revenues tracking above budget, expenditures below budget, and an anticipated positive year-end balance with additional Free Cash.

Lawrence’s financial strength is real, measurable, and independently documented.

CREDIT MARKETS PROVIDE ANOTHER CONFIRMATION

Lawrence has maintained a strong credit position, including an A+ credit rating with a stable outlook from S&P Global Ratings.

The administration has also been informed that, because of the significantly smaller size of the City’s upcoming deficit-note renewal, S&P found no reason this year to initiate a discussion concerning Lawrence’s credit rating.

At a time when some are attempting to suggest that Lawrence faces financial uncertainty, the City’s actual credit-market experience tells a very different story.

THE MAYOR’S PERSONAL MATTER IS NOT THE CITY’S FINANCIAL CONDITION

The residents of Lawrence should judge this administration’s stewardship of public funds by the evidence: the budgets, the financial statements, the reserves, the independent audits and the City’s credit standing. Mayor DePeña promised residents that his administration would “safeguard” public resources and be “good stewards of public funds.” That commitment is reflected in the City’s financial record.

FY2025: CONTINUING THE RECORD

The administration has now received the final FY2025 financial statements submitted by the City’s independent auditor, CBIZ CPAs P.C.

The results contained provide further assurance that the City’s strong financial performance has continued through FY2025 and that, upon completion of the independent audit, Lawrence is once again expected to be confirmed as among the strongest financially positioned municipalities in the Commonwealth of Massachusetts. The administration remains confident that the final independent audit will provide the formal confirmation of what the City’s financial performance has already demonstrated.
