Franklin Miguel – correction
Due to recent events, I have been going through several articles I have written about Franklin Miguel, Capital Assets Project Manager in Lawrence for over one year.
Several topics were addressed that upon checking my sources were accurate but I found an error which I am going to correct at this time.
On June 8, 2018 I wrote on this column that he obtained $49,000 from Community Development to replace windows, deleading and put new siding in his house. Then, on October 15, 2018, I wrote the sum of $59,000 which is an obvious error on my part. Everyone knows that I am a stickler for accuracy and I am truly sorry of that mistake.
Non-profits agencies and Chapter 40B
Last week I wrote about the effect of having so many non-profit organizations in this city on the tax rate. That is why the home owners end up supporting the city budget in its entirety.
A few years ago, the City Council passed an ordinance allowing them to make a voluntary contribution in lieu of taxes but it never happened because by law, they are non-taxable even though they use city services such as fire and police departments.
This week, I read an Eagle-Tribune article about the plan to build an eight-story building with 150 apartments near the Brickstone Square in Andover.
It begins with compliance with 40B. Chapter 40B is a state statute, which enables local Zoning Boards of Appeals to approve affordable housing developments under flexible rules if at least 20-25% of the units have long-term affordability restrictions.
The neighbors have loudly objected because of the traffic in an area already congested among many other complaints. They have a group of 200 residents who are letting their voices be heard.
If we had the same unity in Lawrence lifting our voices, there would be less reasons to complain on the radio.
