Administration Taps Nunes to
Help City of Lawrence Balance its Books, Secure its Economic
Future |

Former Mayor, Springfield Control Board Member
brings significant municipal finance, management experience to
overseer role
The Patrick-Murray Administration today announced that it has
selected its top local services official to serve as the
Financial Overseer for the City of Lawrence. Bob Nunes,
Director of the Division of Local Services with the Department
of Revenue, will work with City officials to help address the
City’s deficit and create a financing plan that will bring
fiscal stability to Lawrence.
“Bob is the right person to make Lawrence string for today and
tomorrow,” said Governor Deval Patrick. “His solid experience
and tremendous talent will be put to good use in this
important position.”
Nunes and other dedicated staff from the Department of Revenue
and the Executive Office for Administration and Finance will
work with the Mayor, City Council, school department and other
officials to develop a three-year financial plan. Nunes will
also have the authority to approve the annual or supplemental
budgets of the city and the school committee. He will also
have the authority to reject collective bargaining agreements.
“Bob is the best person for this job,” said Administration and
Finance Secretary Jay Gonzalez, who appointed Nunes. “He has
the necessary experience in managing and overseeing municipal
governments, and he knows the challenges the City is facing.
Bob will hit the ground running in working collaboratively
with the Mayor and City Council to put the City’s fiscal house
in order.”
Nunes will continue in his role as Director of Local Services
while fulfilling his responsibilities as Lawrence overseer.
Staff will support him in the day to day operations at DLS and
provide additional support in Lawrence.
Nunes brings extensive experience to the position, having
served as the mayor of Taunton and recently as a member of the
Springfield Finance Control Board, which helped turn the
City’s significant deficit into a budget surplus.
“I know the City of Lawrence well and the potential it has to
be a key economic engine for the Commonwealth,” said Nunes. “I
look forward to the challenge and to working continuing the
partnership I have created with the Mayor, City Council and
others to the this community back on its feet.”
Nunes has more than 25 years of local and state government
experience and was the longest serving mayor in Taunton’s
history, before joining the Patrick-Murray Administration. As
mayor, he managed the city out of two fiscal crises in 1992
and 2004 and built four new schools in 10 years without debt
exclusion. As Director of Local Services, Nunes serves as the
main contact point between cities and towns and state
government. Nunes is a past President of the Massachusetts
Mayors Association and a former member of the LGAC.
